This article, on the release of the IPCC report is basically bad beltway journalism full policy insider quotes, misinformation and dangerous framing. It even contains quotes from coal executives.

Well, this part of the Times piece is in fact true. The report does say that overshoot and then negative emissions is a plausible and likely scenario. It is just that this is a dangerous fantasy not based on current science and economics. Further it provide justification for a path to continue emissions until we find magic technological solutions.
